Meteo, also known as AVI-2-GBA is a program that lets you convert video files into Gameboy Advance Video Roms using its special METEO codec.
While this can be useful for aesthetic effects (or just playing stuff on your GBA), it is most commonly done for Databending techniques paired with ROM corruptors, providing a unique way to create glitchy effects.
